style: update layout selection menu

Updates to the layout selection

  • The menu is now a modal dialog
  • Update to a button based layout (see screenshot)
  • Tile number selection is conditional and only appears if grid view is selected
  • Whiteboard and meeting protocol buttons appear in the top row if available
  • Sorting selection is a combo box now
