chore(app): migrate to vite

Note for QA: There is no functional changes, only internal ones. Please, perform a smoke test.

  • Enable Hot Module Replacement for libs development
  • Refactor conditional dynamic imports, as vite is more picky on that, than webpack
  • Modify `svg` imports for vite integration
  • Mock out all svg's in tests, to make the vite integration jest-compatible
  • Mute sourcemap warnings, which are coming from the mui
  • Externalize config.js from the bundle to show vite, that it's being fetched in the runtime
  • Clean-up dependencies and scripts
