chore: fix ci build rules

A dependency update in kaniko added a check for empty tags: https://github.com/chainguard-dev/kaniko/pull/42

So pushing with empty tags is not working anymore and thus breaking the pipeline here. I adjusted(as in stole from the recorder repo) the rules for the build job accordingly.
